Transitional Housing Project

Project Background

In 2020, the government implemented the Funding Scheme to Support Transitional Housing Projects by Non-government Organisations” with the aims of relieving the pressure on the prolonged waiting period for public housing and helping those who suffer from inadequate living environment.
Pok Oi Sing Ping Village, the second transitional housing project operated by Pok Oi Hospital (POH), is supported by the aforementioned Scheme. The project commenced construction in November 2022 on the former site of Sing Ping School, which is leased to POH under the short-term tenancy. Apart from the provision of transitional housing units, basic amenities and a variety of services will be offered to establish a mutual support network.

Project Objectives

  1. Supporting the government’s housing policy to help ease the pressure on the long waiting time for public housing for the vulnerable living in inadequate housing.
  2. Assisting grassroots families to obtain a better quality of life by providing a safe, comfortable, and inclusive living environment.
  3. Providing diverse services to the residents and neighbourhoods, restoring the vibrancy of the community.

Project Description

The project consists of 2 four-storey residential blocks, 1 single-storey service building and 1 single-storey elderly centre. By applying the Modular Integrated Construction (MiC) method, the residential blocks offer a total of 601 units with a maximum capacity for approx. 1,000 residents at any one time. The Project provides 519 units for 1-2 persons, 80 units for 3-4 persons, and 2 accessible units or for 5-6 persons. Each residential unit contains separate areas for toilet, shower and kitchen to meet the various needs of residents.

Additionally, Pok Oi Sing Ping Village is implementing a “Tenant Savings Programme” to encourage residents to save for a rainy day. Household joining the programme can save $200 per month; POH matches with a cash incentive of $100. Upon exit of the project or expiry of tenancy agreement, programme participants will receive a lump sum payment equivalent to 150% of their saving amount.
Eligibility   (Applicant must be aged 18 or above; applicant and his/her family must have the right of abode in Hong Kong.)

Category A Applicant:

  • (Priority) Individual or family awaiting Public Rental Housing (PRH) for ≧ 3 years
  • (Priority) Families with newborns awaiting Public Rental Housing for ≧ 2 years*

* Families with babies born on or after 25 October 2023 and having been waiting for PRH for not less than two years are eligible for Category A application of transitional housing. The arrangement is effective from 1 December 2023 and the applicants are required to submit the application for transitional housing before the baby reaches the age of one.
